Distinguished guests, ladies and gentlemen, dear friends,
Today, we are glad to meet distinguished guests and friendswho attend the first China Innovation Forum in a vibrant modern metropolis, Shenzhen, which is one of the special economic zones in China’s reform and opening up. And we are going to carry out in-depth exchanges on the implementation of the central decision to comprehensively deepen the reform and the requirements of the Fourth Plenary Session, as well as the improvement and development of the socialist system with Chinese characteristics and the realization of the modernization of national governance.
Here, on behalf of the Shenzhen Municipal Government, as well as the organizers of the Shenzhen Innovation and Development Institute, I want to deliver my sincere welcome and heartfelt thanksto all the guests here.
The China Innovation Forum, which takes Shenzhen Dameisha as the official site, will uphold the concept of “rationality, openness and innovation”, focus on the new process of China’s reform since the 18th CPC National Congress, and explore the deepening of reform in an all-round way under the leadership of the Communist Party of China. Especially, we will make researches and exchanges innational governance system, economic restructuring, social governance, the rule of law, political system reform and other major issues. Besides, we have made constructive comments and suggestions to the Party and the relevant departments of the country. I believe that through our joint efforts Dameisha China Innovation Forum will become aniconic high-level platform centered by China’s reform and innovation withsignificant impact both at home and abroad in the near future.
China Innovation Forum held in Shenzhen Dameisha has important historical and practical significance. Shenzhen is a special economic zone founded by comradeDeng Xiaoping, and after more than 30 years of development, it has become an international metropolis from a small and poor fishing village. Shenzhen was born because of the reform and is strengthened by innovation. It regards itself as a pioneer and considers reform and innovation as the highest priority,the opportunity of development and the source ofvitality.Reform and innovation have become the root and the soul of Shenzhen. After the 18th CPC National Congress, General Secretary Xi Jinping set Shenzhen as the first stop of his first inspectionand asked Shenzhen to continue to play the role of pioneer in the reform and opening up and struggle to achieve socialist modernization. So holding China Innovation Forum in Shenzhen agree with the timing, the geographical advantage and the demand of people. In this way, we can not only absorb the new experience of reform and innovation in Shenzhen, but also can help Shenzhen continue to be the forefront of China’s reform and opening up in the new era and make more contributions.
Dear friends, the first Dameisha China Innovation Forum’s theme was identified as “the modernization of national governance”, which fully reflected the new characteristics and new requirementsof the reform and opening up after the 18th CPCNational Congress. A year ago, the Third Plenary Session of the 18th CPC National Congressadopted the Decision of the CCCPC on Some Major Issues Concerning Comprehensively Deepening the Reform, which said that the overall goal of deepening the reform comprehensively is to improve and develop socialism with Chinese characteristics, and to promote the modernization of the national governance system and capacity.This is anothernew strategic goal of our party after “the four modernizations”, which represents the basic direction of China’s reform and opening up and institutional innovation, and is an inevitable requirement for perfecting and developing the socialist system with Chinese characteristics.
At the same time,it is a complex systematic project to promote the modernization of national governance system and itscapacity because it involves China’s economic system, political system, social system, cultural system, legal system and so on, requiring the combination of multiple levels and fields in institutional innovation. Therefore, it is of great historical and practical significance to set the topic of “modernization of national governance” with the high theoretical value and practical significance as the theme of the first China Innovation Forum. I believe that in the next two days of tight and efficient forum, the guests will be able to stimulate more insights on the beautiful Dameisha shore, resulting in a number of constructive comments and suggestions to promote the modernization of China’s national governance.
Dear friends, hosting a high-level forum is not easy.Shenzhen Innovation and Development Institute, the organizer of China Innovation Forum,is a young, non-profit, social think tank, acting as a constructive and independent platform. The purpose of the Institute is to organize the power of all sectors of society, to promote the reform and innovation in Shenzhen and even in the whole country to make an important contribution, and to strive to become a major high-end social think tank with influence in reform and innovation field. I believe that under the guidance of the relevant departments of the Party and the state, along with the support of the fraternal units, the Shenzhen Innovation and Development Institute will be able to become an important member of the new think tank system with Chinese characteristics and become a promoter to facilitate the development of Shenzhen and even national innovation.

Today, in Shenzhen,the hot spot full with reform and innovation, in thehigh-level forumof China Innovation Forum, a number of new ideas and new theories leading China's reform trend will certainly be able to be produced, so that Shenzhen once again will become the pioneer cityholding the world eyes.
