Respected guests, friends, ladies and gentlemen, good morning!
One year ago, the first Dameisha forum was held here successfully. Today, we are happy to again welcome the guests and friends attending the second Dameisha Innovation Forum of China. The purpose is to hold deep-going researches and exchanges about the implementation of the proposal of the 5th Plenary Session of the 18th CPC Central Committee for formulating the 13th Five-Year Plan for the national economy and social development and about the theme of “new normal and institutional innovations”. Here, on behalf of the sponsor—Shenzhen Innovation and Development Institute, I would like to express sincere welcome and heartfelt gratitude to the guests and friends for your arrival.
With Dameisha in Shenzhen serving as the permanent site of the innovation forum of China, we will uphold the concepts of rationality, opening and innovation, carry out studies and exchanges about some major issues in improving and developing the socialist system with Chinese characteristics, reaching the overall direction of the modernization of national governance and fully deepening reform under the leadership of the Chinese Communist Party, and strive to turn the event into a landmark and high-level exchange platform that has important influence at home and abroad with the focus on the reform and innovations of China, and a business card of the city for its reform and innovations.
Dear friends, after over 30 years of reform and opening, the economic and social development of China has made tremendous achievements and is faced with a series of problems and challenges. The Chinese economic and social development has gone into a new normal and new period. The Second Dameisha Forum will take “New Normal and Institutional Innovation” as the theme to hold extensive exchanges and in-depth discussions about the major issues of the state in the aspects of economy, society, culture and politics under the conditions of the new normal and new period from the perspective of deepening reform and strengthening institutional innovations in an all-round manner so as to reach a consensus on reform and form the resultant force of reform in the collision of idea exchanges and sharing to jointly make our due contributions to the reform and opening cause of China.
The selection of “New Normal and Institutional Innovation” as the theme of the forum has important theoretical value and a practical significance. The “13th Five-Year Plan” is a decisive stage for the all-round realization of a moderately prosperous society. The achievement of the strategic objectives set by the Central Government in the “13th Five-Year Plan” faces a rare historic opportunity, but also severe challenges brought by many overlapped conflicts and increasing potential risks. At the 5th Plenary Session of the CPC Central Committee that just concluded, it was pointed out that to address the conflicts and problems in the period of the 13th Five-Year Plan, the ultimate approach is to deepen reform in an all-round manner, place reform and innovations at the center of the whole picture of development, continuously promote innovations in all aspects, including theory, system, science, technology and culture, accelerate the formation of the system, mechanism and development mode that guide the new normal of economic development so that innovation can go through all the endeavors of the Party and the state and become common practice throughout the society. The present Dameisha forum revolves around “New Normal and Institutional Innovation” and has gathered a large number of elite from domestic and foreign political, commercial and academic circles. I trust that the compact and efficient events to be held in the next two days, including keynote speeches, China Reform Forum, Forum of Chinese Economists, China Economic Forum under a Global Vision and the Forum on the Innovations of International Enterprises, will no doubt stimulate many insights from the guests at the beautiful Dameisha and generate a number of constructive opinions and suggestions to make positive contributions to boosting our institutional innovation in the fields of economy, politics, society and culture under the new normal and provide positive energy for realizing the grand objectives in our 13th Five-Year Plan.

Shenzhen Innovation and Development Institute is a new non-profit social think tank that came into being on the fertile land of Shenzhen and has the basic characteristics of constructive nature, independence and sociability. It aims to promote the reform and innovation in Shenzhen and even the whole country in a bid to become a high-end social think tank with important nationwide influence in the field of reform and innovation. Dameisha Forum is a high-level workshop launched by Shenzhen Innovation and Development Institute and it is by no means easy for a social think tank to sponsor a high-end forum of such a scale.
