2018 Reform Report on Ecological Civilization

Shenzhen Innovation and Development Institute (SZIDI) released the China Reform Report 2018 in May 2018. Entitled New Era, New Challenge, New Opportunity, this year’s report evaluates thirteen major aspects of the reform process in 2018, went through the series of major events in 2018 and offers five policy recommendations to tackle and challenges unveiled in the past year and seize new opportunities. The report identifies 2018 as a turning point in China’s history of reform and opening up, as well as a year with crucial challenges home and abroad.
The 19th National Congress of the Communist Party of China named ‘ecological civilization’ as an integral part of the road to socialist communism. 2018 has witnessed significant progresses in ecological reform and laid the foundation for deepening the reform. ‘Ecological civilization’ was written into constitution in 2018. The Ministry of Ecological Environment was also established to this end.
Li Meng’s article reviews the notable achievements in ecological reform, including
the integration of the works of supervision and law enforcement
furthering the reform in hierarchical management
deepening the reform in streamlining administration, delegating powers and improving regulation and services in ecological sector
promoting the implementation of environmental protection tax
making innovations in third-party governance mechanism
